Previous owner was Thomas H. Tongue (1844-1903) of Hillsboro, Oregon. Tongue was a member of the U.S. House of Representatives from 1897 until his death in 1903. Prior to that he was a member of the Oregon Senate from 1888 to 1892. His legal career began when he became a lawyer in 1870 after graduating from Pacific University in 1868. Tongue was born in Lincolnshire, England and moved with his parents to Washington County in Oregon in 1859.
